St. Paul Mayor’s Behavior Faulted After Police Chief’s Complaint

An outside investigation found that Mayor Kaohly Her had engaged in offensive behavior, but found no evidence that she sexually harassed colleagues. It did find that she had engaged in “offensive” behavior.
